		<description>I wish I knew what the large projects were.  As far as I know, it's more about maintenance than anything else.  Maybe make a more efficient power plant so when we have another power outage, we won't be out of power for the entire day?

And I seriously doubt that rate will return to what they are currently after the projects are complete.  I bet they still have to factor in maintaining those large projects, which will keep the costs up.</description>

On another note, what are these "large projects" that seem to be one of the reasons for this increase? Will this mean that once these projects are completed, rates will return to what they are currently? I doubt it, but sometimes it's good to ask these questions. :)</description>
